www. NRLC.US presents our concept as an answer to the question: What can the US Citizens do that can directly impact the legislative process to a productive end. The premise is this process will return the peoples house to the people directly.  Our concept and design are a personal conceptualization of Aleq Boyle, a long time civic activist in policy, process and electoral politics for over 30 years. He considers himself a vested defender of what ever remaining Liberties of our Republic we have left-
How often might you drive or fly to DC to chat with your Member of Congress?

Lobbyist do it every day Congress is in session.  Mr. Boyle believes this is the systemic negative influence that has never been adequately addressed by candidates, groups or Member of Congress for that matter.   The NRLC would propose to "Remote Congress" to the hinterlands, as some call the world beyond the "Beltway".  We would agree that along with the dynamics and trappings of the Seniority system and "Career Politicians" also great issues of concern.  Even the way States re-draw districts is now considered a key reason for the failings of a more cooperative legislative process.   Noble campaign finance reform legislation are also solid grounds for improvement, even so, to Remote Congress could be in the authors own words "An absolute most dramatic reform to correct the deficit in Congress failing to responding to the concerns and needs of the people; thus failing our Republic. The Remote Congress Initiative would infuse every legislator with views from the people. The House most of all and the Senate to a lessor extent were designed by the architects of our Republic to listen and be responsive to the society and address civic needs and in some cases the wants of our Republic; it was never designed to respond to huge corporate interests." Its purpose is to serve the citizens, the civic interests, not companies and special interests.  We adopt the position, if it is truly fair and equitable for every citizen it is good for our Republic. 

Our details list elements to the composition and operations of what is proposed by the NRLC we present the AVO an acronym for the new office of a Congressman, proposed.  Aleq Boyle shares more about this unique and plausible modern concept, the virtual office moved to a remote location, to be near the people.

Could it truly return our Government back to the people? If nothing else it would return Congress back to States.  Remote and virtual office technologies now are at level of efficiency that we simply must move to a more integrated system for all Governance. This must include the ability for we the people to monitor, the civic responsibility of our public is to serve as that ultimate check and review of and especially over Congress and the Executive. Notice a convergence of  the means (technology) and the dramatic need to give average citizens a stronger voice in our system of Government by consent of the people.   With this at center we ask this:


Envision you, a regular citizen, to take a day, drive over to watch Congress in action:

What if you could drive to a nearby City, of your CD the "Remote Location" less than two-hours drive from your residence? We use the word remote because it is remote from Washington, DC, the new location is now inside the "District", your US House District. If you can't drive what if you simply log-in-online; via your smart phone or desk top at your office or home to watch your US Congressman engage in their voting and committee meetings and the business of the people, and do all this in real-time? Hard to fathom? Maybe it is not so impossible after all, here is the concept and a note about the author.

Aleq Boyle not only has a dream, he has a plan, for Congress to have what he phrases as: Remote Legislative Sessions in each and every of the 435 United State's Congressional Districts across our Republic.  The new designation would be the NRLC, the National Remote Legislative Congress of the 114th US Congress- 1st Term.


How would this work?

The answer is this: Aleq Boyle proposes the National Remote Legislative Congress, via an  Active Visual & [Virtual] Office the acronym is AVO.  Remote Congress from DC; we would like to think of this as a way to Out Source Congress back to the people. That remote location would be in each US House/Congressional District. Boyle opts to share a specific example: [GA-CD-01] Savannah, GA the AVO at Savannah State University.

With the AVO in your District; at a public location with public access for any citizen {only a few hours drive from almost anywhere in every US Congressional District}. Where more citizens could monitor as the Congressperson sits in a well designed virtual-technologically equipped module; a specifically designed desk-system, where they must sit when voting on or participating in a committee meeting and they would have to do this for a significant part of each and every U.S. Congressional Term.  Think of the new attitudes that would emerge from Congress if each Member had to face the public directly after every vote?   For better or worse, the idea's intent is to assure the Members are held accountable by the people in the Districts and the State for the Senators.

About our proposed "AVO" Module or (A Visual Office) Desk; set up in a hall/venue:

The Module where the House Member would work from would be in a modest auditorium [ideally after a Rep is Elected they would designate a venue; like a College likely near their home town, each Designated Venue would modify a specific hall, to be designated as the NRLC On-Line Active Visual (& to a lessor extent, virtual) Office of the District].  The AVO then becomes the Primary station whereby the public can personally interface with virtually every decision that is made on our behalf as members of our Republic, Citizens.


How would an AVO-Site be selected?

Much like each County has a County Seat, the Congressional District would by that Congressperson's directive for each Congress, select a City and Venue and that town/city would for the duration of that Congress, be designated as the District-Seat or as we would say: The NRLC-Office.  The Seat of power to be in the District; thus the activities of the night life and high end negotiations by power brokers will be far more difficult and far more costly, it would likely weaken the power of the lobbyist in one stroke with more impact for average citizens than any other plausible measure.


The District Seat and Venue:

This would be a place where citizens could come into a gallery and not only monitor but at the Reps discretion, he/she could actually ask those logged-in via on-line apps and the visiting guests who are attending and in the Gallery; in person at the AVO, to give an up or down input via buttons/apps provided. Thus each citizen observing on that given day, may be able to voice instantaneously on any matter before the House.


Technology and Interfaces:

The technology exists, their are solid methods to allow for ease of direct communication with the "Speaker" (the Parliamentarian of the House and or the leadership), by interactive feeds and this too would be fully visible to those attending the Remote Legislative sessions from the gallery or by personal device.  

This will empower our citizens then each House Member could take that immediate input into consideration before voting remotely from the designated home "District-Seat" location. 


Overview and narrative:

Our concept proposes this unique platform.  The author believes his concept would revolutionize and bring authentic transparency to Governance, by changing the nature of Washington DC, to remove the lobby institutional ground force from being in the near proximity of our individual Members of Congress. 

Mr. Boyle believes the more a Legislator is at home or at least inside the "District" with "We the people" the more likely they are to vote the passion of and for what is truly in the best interests of the people, and not what powerful K street firms peddle to the members on the Hill.   This would do more to neutralize special interests than any ethics reform and "House Rules" would ever do.  Lobbyist's now, can easily target and sway a Congressperson when in the offices located in DC.  Out in the real world, and on US Small Town Main Street; where it will be much more easy for the average citizen to press his or her concerns directly to his MoC (Member of Congress), and not the K-Street Firms that have driven our Republic down a dark and dangerous course we may not so easily emerge.  It is this recognition of this as the principle culprit of our system that Mr. Boyle believes his concept can force a huge righting of our Ship, the Republic.
